This is a code extraction of libblkid and blkid from util-linux.

The main purpose is to get a symbol collision secure static linking of
libblkid.a.

... and no autotools, libtool, cmake, meson, scons, ninja, perl, python... in
the SDK.... YEAY!

The "configuration" is set in stone, but this is only the first commit.
